John Young, Chairman

John Young, Chairman

A local physician and businessman for over 30 years, Dr. John Young was the Chairman of the Board for the Foundation of the Asian Pacific American Chamber of Commerce, Inc. Additionally, he was formerly appointed by Governor Martin O’Malley as a Regent of the University System of Maryland and a Commissioner for the Maryland Community Health Resources Center. He was also a former member of the Board of Visitors for the College of Chemical and Life Sciences at the University of Maryland. Dr. Young was a Democratic Nominee for State Delegate in 2002 and has been active in various civic and non-profit activities such as the Cabin John PTA, Leadership Montgomery, and the Montgomery County Medical Society. A Maryland resident for almost 60 years, Dr. Young received undergraduate and medical degrees from the University of Maryland and completed his medical residency at John Hopkins Hospital

Serina Moy, President

Serina Moy, F/APACC Treasurer, has had a multiple decade career, including graduate level education in economics, accounting and taxation. She holds a Master’s Degree in Taxation, is an accomplished financial services advisor and a highly respected community leader supporting the interests of her clients and the community in regards to all facets of business and personal tax questions. A committed professional, who maintains a strong disposition to learning and professional development, Serina also has achieved success in the professionally licensed industries of real estate, insurance and stock brokerage. Her primary focus has been on accounting with a specialty in taxation. Day to day she serves as the Managing Partner for Moy, Cheung & Company, a successful accounting firm serving, for over 40 years, the greater Washington metropolitan area. In addition to her business and personal interests, Mrs. Moy has served on a number of government advisory boards where some have dealt directly with the Internal Revenue Service. Additionally, she was appointed and has served, based on the recommendation from the late IRS Director of Practice, Mr. Leslie Shapiro, on the American Institute of Certified Public Accountants (AICPA) and the National Association of Enrolled Agents (NAEA) Joint Task Force. Among her celebrated professional accomplishments is her successful advocacy before the United States Tax Court (USTC) to raise the upward limit for small tax cases from $25,000 to $50,000, the result of which saved taxpayers significant dollars and helped to alleviate the burden on tax courts. Serina has also served for 15 years as a Member of the Board of Directors for a public, commercial bank, chairing their Audit Committee.

Jakob Lee, Board Member

Jakob is an IT (Information Technology) professional with almost 20 years of experience building software systems and leveraging technical advances to solve challenging problems for commercial and government customers. He’s served technical project management roles as well as technical development roles in industry leaders including Microsoft, Jacobs, SAIC, and Leidos. He’s contributed to recognizable results in mission critical projects for government clients including DHS, FBI, DARPA, US Navy, NSA, and DISA. He earned a B.S. in computer science from University of Maryland College Park, an M.S. in computer science from Johns Hopkins University, and is a candidate for M.S. in data science from Johns Hopkins University.

Jim is a Certified Financial Fiduciary working with Waterford Wealth Management LLC. He has been directly involved in the financial services industry since 2000, having worked for H&R Block, Ameriprise Financial and Olde Discount. His diverse career launched in retail management where, as a result of his capacity to identify efficiency opportunities and systems, he advanced to the regional manager overseeing corporate inventory for the Washington, DC Metro region, while attending the University of Maryland- College Park & Montgomery College – Rockville and attaining his Bachelor of Arts, Criminal Justice. His career changed when the retail industry changed, and a professional colleague recognizing his unique appreciation for customer service advised him to enter the financial services arena, where he has earned multiple licenses and awards serving a diverse customer base across multiple states. His office and residence are both in Rockville, where he has lived since 1974.

Adam Cheng, Board Member

Adam Cheng is a local entrepreneur who has worked all his life, and has demonstrated an increasing level of energy in all he commits to. Starting out in his youth working with his family’s restaurant business, Adam soon saw further opportunity to work with his siblings to open other food establishments, and eventually opened a liquor retail center, which he managed to sell after fifteen years of successful operation. As his success in his business entities flourished, Adam recognized significant opportunity in residential and commercial real estate, where he began to invest and build upon his already impressive experiences. He cherishes the opportunities requiring hard work, especially when the activities celebrate community and family. His company, Saint Adam Property Management LLC continues to acquire commercial properties throughout the region, enabling him to explore continued entrepreneurial paths. With interests in sports, the arts and politics, Adam keeps busy exploring situations that allow his continued expression for learning and helping others.

Kuan Lee, Board Member

Kuan Lee has been a licensed attorney in the State of Florida since January 2009. He started his legal career as a trial attorney for the State by protecting the most vulnerable children in Florida from abuse, abandonment, and neglect. Eventually, He moved to Washington, DC to work for the Federal government where he protected the integrity of Federal national programs as well as the rights of Americans who qualify for the benefits under these programs. Outside of his work, he is a community activist. He is a champion and an advocate for democracy. When he was four, he escaped the social injustice in Taiwan, back when it was still an authoritarian society. He is blessed to have been raised in a democratic society led by American values. To give back to the great nation that protected his fundamental freedom and basic human rights, he passionately shares and defends these basic principles of democracy both domestically and internationally.

Dr Harpal Mangat, Board Member

Dr Harpal Mangat, Board Member

Dr Mangat was born in Rangoon Myanmar, and studied at Great Britain's prestigious Epsom College (High School), the Medical School of the Royal College of Surgeons in Ireland, with an internship at the Trinity College of Dublin teaching hospitals (home of Graves disease and Calles fracture). His medical training in family medicine and ophthalmology culminated as the research fellow at Oxford University before moving the United States. He did an internal medicine residency at West Philadelphia's Mercy Medical Center before entering an ophthalmology residency at the University of South Florida under Professor Jim Rowsey, the inventor of corneal mapping for Lasix. A holder of multiple patents, Dr Mangat was awarded his first US patent as a junior resident while successfully treating a federal judge for a condition that the textbooks deemed as untreatable. During his career, he has gained four additional patents. He currently tutors Nurse Practitioner students in the University of Maryland program and his practice consists of challenging clinical cases including neurological Lyme and the treatment of more than 500 Covid 19 patients. He was the first to use multidrug therapy in treating Covid 19 early, presenting this concept at international conferences. Some of his Lyme patient experiences were featured in a 2023 Hollywood's documentary "I Am Not Crazy, I'm Sick", a film that documents the story of three Lyme Patients. Dr Mangat's multicultural background has enabled him to keep an open mind advancing medical treatment breakthroughs for the Asian diaspora in the United States.

The Hon. Larry Giammo, Board Member

Larry Giammo has more than 35 years of experience in the business, local government and nonprofit sectors. He presently works in real estate, primarily working with residential clients, and is licensed in Maryland; Washington, DC; and Virginia. From 2001 through 2007, Larry served as Mayor of Rockville, Maryland - a diverse, international city of 70,000 residents. Prior to being elected to three two-year terms as Mayor, Larry served for five years on the Rockville Planning Commission. His business experience includes serving as Managing Director of a business unit, with 100 staff and $30 million of annual revenue, with the Corporate Executive Board which provided best practices research, strategic management advice, and data-driven analytic and management tools to C-suite executives at over 1,000 major corporations worldwide. Larry has also worked as the Executive Director of Green America, a national nonprofit, where he focused on convening working groups comprised of industry leaders and other stakeholders to achieve system change; the Managing Director with the Matrix Knowledge Group which provided consulting and analytic services, with the mission to facilitate effective evidence-based decisions and better utilization of data, where he led the creation of a publicly available website designed to foster transparency and accountability among all US higher education institutions and systems; a consultant with Mercer Management Consulting where he helped telecommunications companies in the US and Australia achieve significant cost and service quality improvements and, as a financial analyst with GE Information Services in the US and the UK. Additionally, he has also served on the Maryland State Board of Education and the Board of Directors of two local nonprofits focused on historic preservation - Montgomery History (formerly the Montgomery County Historic Society) and Peerless Rockville. Larry's earned an MBA from Carnegie Mellon University, and a BS Finance and BA Economics from the University of Maryland, College Park. He also completed GE's Financial Management Program (FMP). Larry grew up in Montgomery County and lives with his family in Rockville, Maryland.

Rongtao Xu is the President of Asian Pacific American Chamber of Commerce (APACC), which was established to promote a vibrant business environment by cooperative interaction with and among Asian Pacific American businesses, regional governments, and our community. He is a small business owner and independent consultant in various fields including technology, commodity trading and real estate development.  Previously he worked at Fannie Mae and Federal Government for 16 years.  Rongtao is also the chairperson of Coalition of Asian Pacific Americans of Virginia (CAPAVA). He is actively engaged as a leader in community service, voter education, and cultural activities to promote social, economic, cultural and business interests for all Asian Pacific Americans.  Rongtao holds a M.S. degree in Urban Planning and Real Estate Finance from MIT. He is also a CFA charter holder

Stuart Rutchik, Administrator

Stuart Rutchik, Administrator

Stu serves part time in the position of the administrative contact for the Foundation for the Asian Pacific American Chamber of Commerce. With more than 40 years in organization management, he has been directly involved with the development of business entities in various industries including life sciences, security systems integration, real estate development, manufacturing and construction. Each of his experiences utilized skills to design, implement and manage strategies for sales development, capital formation for profit and not-for-profit organizations, management development, creative marketing and business planning. These core competencies provide the entities for which he serves with common sense knowledge and an out of the box perspective for problem solving, maintaining organization focus and managing the critical timeliness of activity, while Board members and Officers pursue the promotion of the organization. Working directly with the organization’s leadership and vendors, Mr. Rutchik serves as a creative strategist, whose extensive experience and background provide a pragmatic approach to further the development and growth of this and other organizations. His education includes a Bachelor of Arts and a Master of Public Administration, Organization Development, from The American University.
